The Future of Historical Shipwreck Salvage: This article explains how a grass roots organizition like the Historic Shipwreck Policy Council of Florida (HSSPC) was formed, accepted and eventially received acclaim at the State level. The HSSPC has now taken it's success, with the States encouragement, into the International Salvage Arena where it is viewed as a model for other coastal states to form similar organizations.
